The process of CE labelling went hand in hand with the establishment of the Single European Market.

CE labelling constitutes a kind of "passport" that enables free traffic of goods within the European market. The CE sign is a legally obligatory mark documenting the compliance with the relevant EU guidelines.

The relevant guideline for all personal protection equipment, i.e. also for sports equipment, is EU guideline 89/686/EWG. This guideline also states that it is necessary to establish equal European norms for personal sports equipment (PSE). In martial arts, all those products are defined as PSE that are worn by a person and intended to protect against health and safety hazards. Personal protection equipment is subject to a certification process including so-called notified bodies that work on the basis of laws, for instance the law on equipment safety and valid norms.
